Applicants first send a letter of expression of interest and proof of Maltese descent to the nearest accredited Maltese diplomatic mission. After vetting, the applicant applies for a Maltese long-stay National D Visa within three months of the intended arrival. Processing is approximately six to eight weeks and the visa may be issued for up to one year. The competent Maltese authorities issue the visa free of charge, but external service-provider fees may apply.

Applicant must be 18–30, demonstrate Maltese descent using recognised official documentation, apply individually without dependants, hold a recognised passport valid for at least 12 months, provide a police-conduct certificate issued within the previous six months, meet the financial-support requirement or provide an eligible Maltese host letter, have a flight itinerary with arrival at least three months after the expression-of-interest submission, maintain private health insurance for the planned stay, and satisfy public-policy/security/health requirements.
