Overview

Direct the development and implementation of the capital outlay budget and operational budgets.

Responsibilities and Qualifications

QUALIFICATIONS:

• Bachelor’s degree in accounting, finance, public administration, business administration or related field from an accredited institution.

• Seven (7) years of governmental accounting, finance, or budget experience.

• Successful experience in school district budgeting or other governmental agency budgeting KNOWLEDGE, SKILLS AND ABILITIES:Ability to interpret and enforce school board and administrative rules; ability to analyze data and communicate the information; working knowledge of electronic spreadsheets; working knowledge of position control systems analytical skills to review information and formulate alternative solutions to problems. Knowledge of and commitment to decentralized decision making and accountability for results.REPORTS TO: Senior Executive Director - Office of Management & BudgetSUPERVISES: Budget Analysts, Budget Specialists and/or other administrative supportMACHINES, TOOLS, EQUIPMENT:Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Activities occur inside and outside.PERFORMANCE RESPONSIBILITIES:* Manifests a professional code of ethics and values.* Respond to internal and external customers in a timely, accurate, courteous, and empathetic manner representing OCPS in a positive light.* Models the routine, intentional and effective use of technology in daily work, including communications, organization, and management tasks.* Support the Senior Director, Office of Management & Budget in managing all operations and functions consistent with District priorities and District expected goals.* Direct, mentor and evaluate staff in achieving expected goals.* Create and implement training classes for administrators on capital budgets, site-based budgets; including position control elements and FTE impacts as it relates to ensuring effective implementation and management of the capital budget and operational budgets.* Conduct individualized budget training of departmental heads as needed for effective implementation and management of departmental budgets.* Cultivate, train, and model a service level that exceeds customer expectations.* Analyze budget allocation processes to ensure consistency, enhance equity, gain efficiency in schedule, and advance precision in calculations.* Balance and monitor budgeted appropriations against revenue receipts for capital and operational budgets.* Coordinate the communication and collection of data needed for the 10-year capital plan.* Analyze legislative changes for determining impacts to capital planning and operational budgets.* Gather, assemble, and format data and prepare preliminary analysis for budget preparation.* Review FTE forecasts and evaluate FTE recalculations against forecast.* Oversee the planning, development, and evaluation of the capital budget through revenue and expenditure analyses and prepare revisions to the budget based on subsequent analyses and decisions.* Resolve budget issues related to district operations including schools, departments, revenue calculations and position control.* Monitor and reconcile the position control system.∗ Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s instructional initiatives, and the school district’s charter guidelines.∗ Follow the district’s policies and procedures as related to fixed assets.∗ Develop leadership in subordinates.∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.∗ Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.Perform other duties and responsibilities as assigned by supervisor.* Essential Performance ResponsibilitiesTERMS OF EMPLOYMENT:Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.EVALUATION:Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.07/01/2025
