LEEP administers Samoa's two active labour-mobility schemes: New Zealand's Recognised Seasonal Employer (RSE) scheme for horticulture and viticulture and Australia's Pacific Australia Labour Mobility (PALM) scheme across multiple sectors. Samoan citizens register their interest through their District Council (Fono Fa'avae); LEEP maintains the in-country recruitment database, screens candidates against employer demand, and provides pre-departure preparation and worker-welfare support. Registration does not guarantee selection or a job offer.

The current official LEEP service page says Samoan citizens interested in overseas seasonal work should register through their District Council. Employers select from the in-country database according to required skills, experience and location. The page does not state a universal age limit or qualification requirement for all RSE/PALM placements.
