Montenegro will award 150 non-repayable scholarships to talented primary and secondary pupils, including 15 places for vocational pupils in shortage qualifications, for the 2026–2027 school year.

The call allocates 60 scholarships to talented third-cycle primary pupils, 75 to talented second- and later-year secondary pupils, and 15 to regular second- and later-year vocational pupils studying identified shortage qualifications. Eligibility requirements
For the talent route, the pupil must be in the third cycle of primary school or the second/later year of secondary school, meet school obligations on time and successfully, be proposed by the teachers’ council based on a subject-teacher opinion, and have at least 'very good' overall achievement. The vocational shortage route is for regular second/later-year vocational pupils in listed shortage qualifications with at least 'good' overall achievement. Awards and previous-year achievement are used in evaluation.
