HEC Pakistan has opened Batch-IV of its Overseas Scholarship Phase-III for fully funded MS/M.Phil and PhD study at top-ranked universities worldwide in selected strategic fields.

The programme supports eligible Pakistani and AJK nationals for postgraduate study at top 200 QS/THE universities. Official funding information states that support covers stipend, tuition fees and health insurance. Applicants with confirmed unconditional admission in eligible thematic areas for Fall 2026 at a top-200 university may be exempt from the test/interview subject to programme eligibility.
Eligibility requirements
Applicants must be Pakistani or AJK nationals and satisfy the academic, field, admission and other eligibility conditions published by HEC. A processing fee of PKR 3,000 applies through the stated 1LINK payment route.
