Penang's iBITA scheme is accepting 2026 applications for one-time higher-education registration assistance from eligible students entering full-time diploma or bachelor's programmes.

The official iBITA portal states that online applications are open from 1 July through 30 September 2026. Current aid amounts are RM1,000 for universities in Peninsular Malaysia, RM1,200 for universities in Sabah and Sarawak, and RM300 for Malaysian polytechnics. Applicants who complete the online form by 30 September must print it and submit the required supporting documents to the relevant District and Land Office by 9 October 2026.
Eligibility requirements
Applicants must apply online; household basic income of parents/guardian must not exceed RM8,000; at least one parent or guardian must be a registered voter in Penang; and the applicant must either be born in Penang or have obtained SPM/STPM at a Penang school. The scheme covers eligible first-time assistance for students offered full-time diploma or bachelor's study under the current intake rules.
