Provide subject matter expertise across project management, software development life cycles, data migration, system integration, cybersecurity controls, system architecture, and other technical implementation domains. Assess project progress, identify risks and issues, evaluate implementation readiness, and develop practical recommendations to improve project outcomes. Prepare and communicate clear, accurate project status reports, risk assessments, and findings for a range of audiences, including client executives and technical stakeholders. Act as a trusted advisor to clients, helping them navigate complex technology initiatives, evaluate options, and make informed project decisions. Support business development activities by contributing technical expertise and helping prepare responses to Requests for Proposals (RFPs). Manage multiple assignments simultaneously, maintain high-quality deliverables, and meet agreed timelines across client engagements. Requirements: Demonstrated expertise in state government technology implementations, particularly in systems supporting licensing, accounting and finance, budgeting, grants, enterprise resource planning (ERP), tax and revenue, liquor or cannabis regulation, human resources and payroll, transportation management, pensions, or comparable public-sector functions. Strong understanding of technical domains involved in software implementation, including data migration, system integration and interfaces, cybersecurity, software development life cycle, requirements management, system testing, architecture, operations, and ongoing maintenance. Relevant experience in Independent Verification and Validation (IV&V), project management, IT systems planning and procurement, business process analysis and improvement, independent testing, quality assurance, or similar consulting engagements. Familiarity with project management documentation, methodologies, and industry best practices. A Project Management Professional (PMP) certification is considered an advantage. Excellent written communication skills, including the ability to document complex technical findings and issues in a concise, structured, and logical manner. Strong verbal communication, presentation, facilitation, and stakeholder engagement skills, with the ability to explain complex topics to both technical and nontechnical audiences. A strong client-service mindset and the ability to build trust, maintain productive relationships, and work effectively with diverse stakeholder groups. Excellent organizational and self-management skills, with the ability to prioritize competing assignments, work independently when needed, and deliver high-quality results on time. Strong collaboration and leadership capabilities, including a willingness to support colleagues, contribute to team development, and work effectively across multidisciplinary project teams. Willingness to travel for client engagements as required. Travel may reach 50% depending on project and client needs, although most engagements require approximately 0–10%.
