Senior HSEQQ Manager – EPC/EPCM Projects

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior HSEQQ Manager – EPC/EPCM Projects based in the United States. This is a senior HSEQ leadership opportunity supporting a portfolio of complex EPC/EPCM projects across the United States. You will provide strategic direction while remaining closely connected to field execution, helping project teams and contractors deliver work safely, consistently, and in compliance with applicable requirements. The role spans engineering, procurement, construction management, commissioning, and turnover, with significant responsibility for governance, risk management, assurance, and contractor performance. You will serve as a trusted advisor to project and senior leadership, influencing outcomes across multiple concurrent projects and high-risk construction environments. The position requires strong field credibility, the ability to influence without direct authority, and confidence working with clients, contractors, subcontractors, and internal stakeholders. You will help establish scalable HSEQ systems, strengthen safety culture, and use performance insights to drive continuous improvement. Regular travel to project locations is expected, making this a highly visible role with both strategic and hands-on impact.

Lead the development and implementation of a portfolio-wide HSEQ strategy that establishes consistent standards, scalable processes, and practical project-level execution across EPC/EPCM projects. Serve as a senior HSEQ advisor to Project Directors and EPC/EPCM leadership teams, providing guidance throughout project development, execution, construction, commissioning, and turnover. Translate organizational HSEQ expectations into practical field behaviors, controls, leadership routines, and project execution requirements. Provide HSEQ input during proposals and contract negotiations, helping align client expectations and establish effective safety management requirements from the outset. Define scalable HSEQ organization structures, governance models, roles, responsibilities, interfaces, and execution plans for multi-project delivery. Establish construction readiness expectations covering contractor mobilization, competency assurance, risk reviews, field controls, and project-specific HSEQ requirements. Align HSEQ standards and performance expectations across contractors, subcontractors, vendors, suppliers, clients, and other third-party stakeholders. Lead contractor onboarding, alignment sessions, audits, and recurring performance reviews while ensuring HSEQ requirements are incorporated into procurement packages, bid documents, contracts, and mobilization plans. Provide governance and assurance over hazard identification, construction risk assessments, high-risk work reviews, incident management, and field controls. Review and challenge the effectiveness of controls for high-risk activities, including lifting, electrical work, confined spaces, working at height, ground disturbance, energization, commissioning, and simultaneous operations. Provide oversight and escalation support for high-potential and significant incidents, ensuring investigations are completed and lessons learned are communicated and embedded across relevant projects. Conduct project site visits, leadership engagements, and assurance reviews to verify that HSEQ controls are understood, effective, and consistently applied. Promote visible HSEQ leadership, proactive safety behaviors, accountability, open communication, learning, and continuous improvement across project teams and contractor organizations. Oversee compliance with applicable health, safety, environmental, regulatory, contractual, and internal HSEQ requirements. Represent the organization during client audits, regulatory inspections, and EPC/EPCM governance meetings, ensuring corrective actions are clearly tracked, communicated, and closed. Establish consistent HSEQ reporting across projects, using leading and lagging indicators to identify trends, strengthen accountability, and provide actionable recommendations to leadership and stakeholders. Requirements: Hold a Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline. Bring 10+ years of progressive, on-site HSEQ leadership experience with substantial exposure to large-scale EPC/EPCM projects. Demonstrate strong experience supporting multi-contractor, high-risk industrial construction environments and complex project delivery models. Have a proven ability to influence project teams, contractors, clients, and senior stakeholders without relying on direct reporting authority. Demonstrate experience supporting construction management models where HSEQ performance is delivered through contractor execution and effective client-contractor interface management. Possess strong working knowledge of construction-phase HSEQ controls, contractor management, incident investigation, assurance processes, and regulatory compliance. Demonstrate excellent communication, facilitation, coaching, stakeholder management, and conflict-resolution skills. Be comfortable balancing strategic HSEQ governance with practical, field-based support and engagement. Be willing and able to travel regularly to project locations across the United States and work effectively with field teams, project leadership, clients, contractors, and other stakeholders. Professional certifications such as CSP, CMIOSH, NEBOSH, CRSP, or equivalent are preferred. Experience in energy transition, power, renewable energy, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects is advantageous. Experience supporting owner’s EPC/EPCM models across multiple concurrent projects, as well as international or remote project environments, is a plus. Benefits: Annual base salary range of $136,497–$197,515 , with actual compensation determined by factors such as location, skills, experience, education, and internal equity.
